THE STORM WATER AND URBAN DRAINAGE MANAGEMENT PROGRAM
Federal environmental regulations based on the Clean Water Act (CWA) have evolved to require the control of pollutants from Municipal Separate Storm Sewer Systems (MS4s), construction sites and industrial activities. MS4s include drainage systems owned and maintained by the City of Upland. Discharges from such sources were brought under the NPDES permit process by the 1987 CWA amendments and the subsequent 1990 promulgation of storm water regulations by the U.S. Environmental Protection Agency (EPA).
The City of Upland joined the San Bernardino County Area-wide Storm water NPDES permit in 1990 issued by the Santa Ana Regional Water Quality Control Board, with the San Bernardino County Flood Control District as principal permittee and sixteen (16) cities within the Santa Ana River watershed within the county as co-permitees.
The overall goal of the Storm Water Program is to integrate appropriate storm water control activities into ongoing activities, thus making control of storm water pollution a part of the city’s normal business practices. Components of the 1990 Area-wide Storm Water Program include:
