Water Quality Management Plans

THE STORM WATER AND URBAN DRAINAGE MANAGEMENT PROGRAM

Federal environmental regulations based on the Clean Water Act (CWA) have evolved to require the control of pollutants from Municipal Separate Storm Sewer Systems (MS4s), construction sites and industrial activities. MS4s include drainage systems owned and maintained by the City of Upland. Discharges from such sources were brought under the NPDES permit process by the 1987 CWA amendments and the subsequent 1990 promulgation of storm water regulations by the U.S. Environmental Protection Agency (EPA).

The City of Upland joined the San Bernardino County Area-wide Storm water NPDES permit in 1990 issued by the Santa Ana Regional Water Quality Control Board, with the San Bernardino County Flood Control District as principal permittee and sixteen (16) cities within the Santa Ana River watershed within the county as co-permitees.

The overall goal of the Storm Water Program is to integrate appropriate storm water control activities into ongoing activities, thus making control of storm water pollution a part of the city’s normal business practices. Components of the 1990 Area-wide Storm Water Program include:

  • Drainage Area Management Plan (DAMP). The permittee and co-permitees developed the SWMP to describe the procedures and practices used to reduce the discharge of pollutants to storm drainage systems and receiving waters. The DAMP describes the area-wide NPDES program and addresses storm water pollution control related to planning, design, construction, maintenance, and operation of city facilities
  • Annual Report and Area-wide Work plans. The Annual Report reports on the activities that the permittee and co-permitees have undertaken in the previous fiscal year to implement the DAMP
  • Monitoring and BMP Development. The purpose is to identify pollutants of concern in storm water runoff from the Santa Ana River watershed and to describe how BMP’s are identified, evaluated and implemented
  • Public Education. Public education is a major component of the area-wide storm water management activities
  • Water Quality Management Plans. The April 2002 renewal permit required the development of guidance documents to implement storm water BMP's in the design, construction of development and redevelopment projects and the maintenance of post construction BMP’s
