The Community Development Block Grant is an annual grant that the City of Upland applies from the US Department of housing and Urban Housing (HUD). Funding is granted on a formula basis and is to be used to satisfy at least one of three national objectives: 1. Benefiting low and moderate-income persons 2. Preventing or eliminating slums or blight 3. Meeting other community development needs having a particular urgency because existing positions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs. HUD awards grants to entitlement community grantees. Entitlement communities develop their own programs and funding priorities, giving maximum feasible priority to activities that benefit low and moderate-income persons. · Acquisition of real property · Relocation and demolition · Rehabilitation of residential and non-residential structures · Construction of public facilities and improvements · Public services · Activities relating to energy conservation and renewable energy resources · Disposition · Code enforcement · Homeownership assistance Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities. |
