Rosemary Hoerning

Rosemary Hoerning joined the City of Upland as City Manager in May 2019, bringing approximately 12 years of municipal executive management experience in the cities of Upland and Redlands, and her strong government work history in the cities of Ontario and Long Beach with her.  Among her achievements is her role in the planning and implementation of many major regional development projects such as the Ontario Mills Mall, Ontario International Airport Expansion, Redlands Promenade, and the Long Beach Power Center, among others.

Rosemary’s educational background complements her extensive work history.  Her credentials include a master’s degree in Public Administration, bachelor’s degree in Civil Engineering, and State of California licenses as a professional Civil Engineer and a Land Surveyor. 

As Upland City Manager, Rosemary has hired exceptional and experienced key personnel in order to further the City Council’s goals and objectives such as creating an Economic Development Strategic Plan, improving transparency, pursuing revenue generating initiatives, attracting and retaining qualified employees, and providing quality services to the community. 

In 2019, Rosemary negotiated multi-year labor contracts reducing the City’s share of retirement benefit costs. Rosemary also directed the Finance Department staff to continue efforts to explore, consider, and implement options to reduce future pension expenses through potential issuance of pension obligation bonds.

“As the Chief Administrative Officer of the City, I am responsible for the efficient and effective operation of all City functions. The City Manager’s office implements City Council policies and directives, and is responsible for the annual preparation of the City’s budget document. In FY2020-21, we presented a balanced budget while preserving services to the community, maintaining the recently established 20% reserve, and providing the $1 million prepayment to future PERS Unfunded Liability.  In July, we prioritized prepayment of the annual PERS Obligation payment, saving the City about $200,000 in expenses. In October 2020, we reported to Council that the City’s finances are relatively strong even with the negative impact of the COVID-19 pandemic. 

I believe it’s important for the City to conduct itself in a transparent manner, to ensure that the staff abide by established regulations, and to protect and preserve the public trust.  It is an exciting and challenging time. I look forward to advising the City Council, serving the community, and implementing Council’s policy direction to move Upland in a positive direction.”

Looking ahead, Rosemary plans to focus on revenue development to ensure essential public safety and quality of life services are preserved and enhanced. Building on the success of the short-term rental occupancy tax and other revenue generating initiatives, Rosemary will bring fresh ideas and updated concepts to Council for consideration.
